I've seen a few videos of people breaching the restricted line.

Each time, they get a big fine. I don't think anyone is let off without a fine and it's probably a notice to appear, as well.
 
Most people don't know you only have to be on the road to trespass. Passing the gate could get you shot with no recourse.

Right.

I figured if they really wanted to, they could charge you for being at the fence by the back gate.

I see people camping there on some videos.

He's lucky that he just has to pay a fine and can do so over the phone or internet.

Some courts could require a court appearance for that.

Here in Illinois, we give you a "notice to appear" for any non-violent crime. I work with law enforcement in my capacity, a special branch of law enforcement, and that's mainly what we end up doing - notice to appear.

He's lucky he didn't get that. Notice to appear. Bench warrant if he doesn't appear.
